
WHO'S GOT THE CARDS?
A game of political maneuvering for 2-5 players. Use additional decks for more players.
OBJECT OF THE GAME:
Collect 5 Gold cards and declare victory by saying, "I've Got The Cards". Victory MUST be declared prior to the player showing their gold cards. If a player shows their cards prior to declaring victory, the player who catches them first is allowed to take one of their gold cards.
HOW TO PLAY:
Shuffle all the cards together and deal each player 7 cards. The remaining cards are placed in the center face down and becomes the drawing stack. Player discards will be placed face up in a pile next to the drawing stack. When cards from the drawing stack are gone, replace them with the shuffled discard pile. The player to the left of the dealer starts the game by drawing one card from the stack and placing it in their hand. The player can then hide a card or steal a hidden card if they choose - see card descriptions. Next, the player can either play an action card or a distraction card. If an action card is played, the player follows the action on the card, places it on the discard pile, the turn ends and the next player starts their turn.
If a distraction card is played there is no action, with the exception of the Fake News card, it is simply placed on the discard pile, the turn ends and the next player starts their turn. If the Fake News card is played, see card description, the player then either plays an action or distraction card as previously stated. Play continues in this manner until one player obtains 5 gold cards and declares victory. To win, one must declare victory PRIOR to showing their cards. If they forget to do this, the player that caught the mistake gets to take a gold card from them and their turn is over.

GOLD CARDS - Needed to take control of wannabe leaders and win the game.

ACTION CARDS - Each card contains an action to be followed. Once the action card is played, it is placed on the discard pile face up.
Special Action Cards:
The Discombobulation action card allows a player to choose another player, take all of their cards and remove them from the game. The card is removed from the game after use.

The Files action card can be used to take the Loyal Followers card from one player of their choice at the time the card is played.

The Tariffs action card allows the player of the card to pick one card of choice from all other players moving in the direction of play.

The Taco action card allows the player holding the card to either stop the tariffs for only themselves or for themselves and the players following them in the direction of play.

DISTRACTION CARDS - Used to hide cards and to pick up previously hidden cards. They are also used as a discard when a player doesn't have an action card they wish to play. To hide a card a player places the card they wish to hide face down with one distraction card face up in front of them. When the player wants to put hidden card back in their hand, they must use an additional distraction card. The hidden card goes back into their hand andthe two distraction cards go on the discard pile. If a player wishes to take another player's hidden card, during their turn, they must use two distraction cards. The hidden card then goes in their hand and the three distraction cards go on the discard pile.
Why hide a card? All cards within a player's hand are in play and can be taken by another player using an action card. A player may choose to hide a gold card or, in an effort to trick other players, a distraction card.
The Fake News distraction card allows a player to permanently secure a gold card by placing both cards face up in front of them. The cards can't be taken by another player.
